"foot flexibility"
Can anyone tell me what the bands are called which are used to exercise and improve flexibility in the feet and where they can be purchased?

One brand is called Theraband; most of the sports goods manufacturers make something similar. Find a sport store that carries equipment rather than just clothes and trainers, and they should be able to help you. I bought mine in Lillywhites. Newitts in Claxton, North Yorkshire do mail order and feature them in their extensive catalog.
